Information For Authors

Interested in submitting to this journal? We recommend that you review the About the Journal page for the journal's section policies, as well as the Author Guidelines. Authors need to send an email to ashues@spiruharet.ro  in order to register with the journal prior to submitting or, if already registered, can simply log in and begin the five-step process.

The authors are invited to submit online their papers for the Annals of Spiru Haret University. Economic Series following the instructions included in the PAPERS TEMPLATE.

All papers are referred through an online blind peer review process.

The paper will be written in English, in Microsoft Word format and its length should be 6 to 20 pages, including abstract, JEL Codes, keywords, figures, tables, sketches, diagrams, and the list of references, following the formatting requirements.

The abstract should be no more than 200 words and has to contain the aim of the article, the importance of theme and author's conclusions.

The References should be written in latin alphabet.

Co-authoring papers: When a paper is written in co-authoring, please provide the affiliation, the contacts and e-mail address of each author on the article. Otherwise, the paper will be indexed only for the authors who provided their complete information.

Authors' names on the article: The journal will publish only the papers who provide the full names of the authors. The journal do not allow the authors to put initials of their names instead of full names: ALLOWED: John Stewart MILLER, NOT ALLOWED: J.S.MILLER

 

The Annals of Spiru Haret University. Economic Series operates under a Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License, granting authors full copyright of their work without restrictions. This licensing framework ensures that the journal’s content can be shared and adapted non-commercially, provided appropriate credit is given and derivative works are distributed under the same terms. 

By adhering to these principles, the journal reaffirms its commitment to promoting high-caliber research and supporting the global exchange of economic knowledge. 

 

There is no publication FEE.
Article processing charges (APCs) and article submission charges are not required.

 

         PUBLICATION REQUIREMENTS FOR AUTHORS
(especially for Students, Master’s, PhD Candidates or New Researchers/Professors)

The Ashes Journal Editorial Board strongly encourages the submission of scientific and research manuscripts. They can be submitted/authored or co-authored inclusively by students, master’s candidates, doctoral researchers or new researchers/professors. To ensure academic quality, research integrity, and compliance with internationally recognized publishing standards, the following conditions are mandatory for publication:

1. Supervised Authorship Requirement (for Students, Master’s, PhD Candidates or New Researchers/Professors)
Submissions of articles must include a co-author who is a supervising professor or a qualified academic staff member responsible for guiding the research process.

2. Alternative Submission Path - Supervisor Endorsement Letter (for Students, Master’s, PhD Candidates or New Researchers/Professors)
In cases where no academic staff member is included as co-author, the manuscript must be accompanied when submitted by an official endorsement letter issued by the student’s academic supervisor. This letter must:
 - Confirm the academic relevance and scientific value of the research topic;
- Certify that the manuscript meets the journal’s ethical and methodological standards;
 - Confirm compliance with the journal’s official template and formatting guidelines;
-  Validate that the manuscript is suitable for submission and potential publication.

3. Reviewer Compliance Requirement
The academic supervisor of the students/authors must ensure that the manuscript is fully revised in accordance with all reviewer comments and editorial recommendations until it reaches publication-ready status. Failure to address all reviewer comments comprehensively and satisfactorily from the initial revision round may result in the manuscript being rejected, as repeated submission of the same unresolved issues is considered non-compliant with the journal’s standards and unnecessarily burdens the review process.
All modifications and new content introduced in response to reviewer feedback must be clearly highlighted within the manuscript using color coding, as follows:
• red color for changes made in response to the first review,
• orange color for the second review,
• blue color for the third review, and
• green color for final-stage revisions.

4. Single Submission Policy
Each manuscript may be submitted only once via the journal platform. The submission of multiple versions of the same article is strictly prohibited, regardless of whether they contain revisions, improvements, or changes to the title. All reviewer-required improvements must be uploaded exclusively within the original submission. Creating separate submissions for revised versions of the same manuscript is not permitted.

5. Title Modification Policy
Changes to the manuscript title are allowed only when explicitly requested by reviewers or editors.

6. Authorship Stability Policy
Once a manuscript has been submitted, the list of authors cannot be modified under any circumstances.

7.Mandatory Author/Article Information Requirements
At the time of submission, the manuscript must include complete and accurate author/article information on the first page, including:
• Full names of all authors (given names written in full, not initials; and family names only in capital letters)
• Institutional affiliations of all authors
• Full institutional addresses, contacts, phones
• Individual email addresses for each author
• Abstract of the paper
• JEL Classification codes
Submissions with incomplete or incorrectly formatted author/article information will not be accepted for review.

8.Originality Requirement
Submitted manuscripts must be original and must not have been previously published or be under consideration for publication elsewhere.

9. Artificial Intelligence (AI) Usage and Research Integrity
Manuscripts that appear to have been generated predominantly or entirely through artificial intelligence in a superficial, low-quality, or non-scholarly manner will not be accepted for publication. The use of AI tools is only permissible insofar as it supports academic writing quality and does not compromise scientific rigor, originality, or methodological integrity.
Submissions containing incomplete, inaccurate, or non-verifiable references, as well as manuscripts presenting tables, datasets, or empirical information that cannot be properly validated or that contain missing or inconsistent data, will be rejected.
The Editorial Board reserves the right to evaluate the quality, coherence, and academic reliability of all submissions and to decline manuscripts that do not meet established scholarly standards.

10. Maximum Number of Publications per Issue
The journal enforces a strict limitation on the number of publications per issue. In issues containing a minimum of 30 accepted manuscripts, a single individual author may be involved in a maximum of three (3) articles per issue.
This provision applies only to a limited category of authors, who are already established and recognized in their academic field (e.g., senior researchers, experienced academics, or emeritus professors) and whose work represents advanced-level research contributions.
It applies exclusively to manuscripts classified as advanced research papers that bring a clear and significant scholarly contribution to the field.
Under these conditions, an eligible author may appear in no more than three articles per issue, and each article must involve different co-authorship teams, with no repetition of the same group of co-authors across submissions.
For students, master’s candidates, PhD candidates, early-career researchers, and teaching staff in general, an individual author is permitted to appear in only one (1) article per issue, regardless of co-authorship combinations.
This policy is intended to ensure both the quality and diversity of advanced research contributions, while maintaining editorial balance.


11.Non-Compliance Policy
Non-compliance with any of the above requirements will result in editorial rejection of the manuscript, without further review. In cases of repeated or deliberate violations, the Editorial Board reserves the right to impose a temporary ban or permanent restriction on future submissions from the authors concerned.
These requirements are established to safeguard the quality, integrity, and academic rigor of the journal’s publication process, and to ensure compliance with internationally recognized standards of scholarly publishing.

REVIEW POLICIES

» POLICY FOR CONCURRENT/MULTIPLE SUBMISSIONS

Manuscripts submitted to Annals of Spiru Haret University. Economic Series should not be currently published or being considered for publication at another scientific journal or similar outlet. Likewise, does not accept multiple submissions of essentially the same work. That is, every submitted article should be substantially original in content, relative to other works currently published or under review. Manuscripts that violate these requirements will be automatically rejected, and the author of the respective manuscript may be excluded from future submissions to this journal. Moreover, a manuscript may be rejected at any time, upon discovery that it does not comply with the policy stipulated herein, even if the author had previously been notified of the manuscript s acceptance .

» PREVIEW PROCESS - BLIND PEER REVIEW

All manuscripts received by Annals of Spiru Haret University. Economic Series undergo the following review process. Upon receipt, each manuscript is assigned a content editor who is responsible with its evaluation.

The blind peer review process is generally completed within a timeframe of 30 to 60 days, depending on the journal's editorial workflow.

The average timeline from submission to publication is approximately 12 weeks, though this may vary depending on the review process and revisions required.

The evaluation proceeds with the following major steps:

1. The content editor must ensures that chosen reviewers are independent of the authors (i.e. not affiliated with the same institution. The manuscript may be rejected without a peer review if the content editor establishes that it does not conform to the basic requirements of Annals of Spiru Haret University. Economic Series editorial policy, including authenticity, originality, formatting, submission guidelines, etc. Likewise, a content editor may reject the manuscript if he/she believes that the content of the manuscript is not appropriate for the topics and interests of Annals of Spiru Haret University. Economic Series, or if it is established that the manuscript clearly lacks in scientific quality to the extent that the probability of it being accepted through the blind peer review would be too low to justify the waiting time for the author.

2. If the manuscript is rejected at the initial review, the content editor notifies the author of this decision. Otherwise, the content editor forwards the manuscript (with the authors name removed) to two peer reviews for evaluation and notifies the author that the manuscript has been accepted for a blind peer review.

3. Each peer reviewer evaluates the manuscript and submits to the content editor a referee report along with one of the following recommendations:

  1. Accept submission - publishable without revisions
  2. Revisions required - conditionally publishable with minor revisions
  3. Resubmit for review- potentially publishable with major revisions (revise and resubmit)
  4. Decline submission - not publishable
  5. Resubmit elsewhere - not publishable
  6. See comments

4. The content editor weighs the recommendations of the two peer reviewers and takes a decision on whether to accept the manuscript for publication as is, reject the manuscript without further review, or proceed with soliciting the revisions recommended by the referees. The content editor communicates the decision along with the referee reports (with the reviewers name removed), and if applicable conditions for revisions, to the author.

5. If it is decided that the manuscript requires revision, the author makes such revisions in accordance with the conditions/recommendations of the content editor and referees, and upon completion, resubmits the manuscript directly the content editor. Upon receipt of the revised manuscript, the content editor may decide to approve it for publication automatically or resubmit it the peer reviewers for reevaluation. In addition to the two original peer reviewers, the content editor may also solicit the opinion of an additional (third) reviewer.

6. Once the manuscript is deemed publishable in its current form, the author is notified of the decision and is provided with a copy of the manuscript in its final publishable form, for approval. Aside from the final approval, the author is required to transfer the copyright to the manuscript to Annals of Spiru Haret University. Economic Series, before the manuscript can be published.
